The only “enforcement action” needed here is the removal of the tariffs illegally placed by the US regime. Get back in compliance with your own laws and we can talk about whether we want to buy American booze again.
As a non drinker, I am more than willing to say I will not buy US booze. I make vinegars and cook with alcohol, I give gifts and condolence alcohol. All of this can be done with non us alcolo;
