You mean there are downsides to a one-party state-capitalist dictatorship?

My monocle lays shattered on the floor!

It needs to be said, because I wish this existed in my country:

        General Littering Offences

This category includes common littering offences such as discarding small waste items like tissue paper, food wrappers, cigarette butts, or plastic packaging in public areas. Individuals found guilty of such acts may face the following penalties:

First-time offenders: Fine of up to $2,000

Second-time offenders: Fine of up to $4,000

        https://www.tembusulaw.com/insights/littering-offences/

Having clean streets would be so nice.

        Also,

The median income (inclusive of employer CPF contributions) in Singapore is […] US$4,442/month or US$53,304/year. https://smartwealth.sg/average-income-salary-singapore/

So the police needs to catch like two or three people doing it in a month to earn the wage. Easily pays for itself so policing it is very worth it to the state.

Yes and no, clean streets have a lot to do with a government that gives a shit about clean streets.

If the government cares about clean streets AND provides trash cans AND empties them AND has laws and punishment for littering AND actually assigns police to watch and catch people who litter, that’s how you get clean streets.

Maybe we can do without the draconian punishment, but as a citizen from a country with trash and filth in the environment I live in, I don’t really care about that detail and wouldn’t mind a little over-correction.

And I would really like to see the people who litter suffer for doing it. As a bonus.

But ultimately I just want clean streets. If there is a strong opposition to draconian punishment for littering, I can compromise.
