Actively prosecuted, you mean. It’s only “persecuted” if it’s unjust.
No, they’re two different things without necessarily having moral judgement.
To prosecute means to execute legal proceedings against someone.
To persecute means to harass and harm generally.
For example, a child molester might get prosecuted in court and then persecuted in prison.
