The public system in Ireland is not tied to any income threshold. There is a nominal fee that is waived if you are unemployed, disabled, a part time worker, etc., but the public system is accessible to all.

Sugar is too obvious for such sabotage as the concrete will just not harden. What you need to do is add more water into the mix to make it weaker, and then slop off the surface water to force it to cure too quickly. Salt in the mix is an accelerant and will induce cracking/spalling.

If I had control over the total mix I would try to substitute a contaminated aggregate (e.g., pyrites).

I don’t expect a CEO to do any coding. I also don’t expect a CEO to be as much of an expert as the PhD level computer scientists, machine learning experts, professors of psychology, neurology, ethics, etc., that his company is employing. It is not possible or even relevant for him to have those skills to the level of the top academics that work for him.
