It looks like she might be giving flowers to the troops, which was a common gesture of support in that period.
Poor sods, dying in a faraway land in inhumane conditions for an imperialist government that caused the deaths of millions of their people. The Germans at least only sent their own men to the slaughter, save for a few exceptions.
