Whereas:

The Government of Canada identified the regime in Iran as a state sponsor of terrorism and listed the IRGC and Hamas as terrorist entities in Canada

On June 25, 2026, Prime Minister of Canada Mark Carney said that Canada should reopen its embassy in Iran

Reports indicate that Iranian authorities were responsible for the murder of more than 40,000 civilians in Iran in January 2026

The murder of Canadian photojournalist Zahra Kazemi (2003) and the death of Canadian environmentalist Kavous Seyed-Emami (2018) while in the regime’s custody continue to raise serious concerns about the safety of Canadians in Iran

According to an Ontario Superior Court ruling, the IRGC shot down Flight PS752 in an intentional act of terror on January 8, 2020, killing 55 Canadian citizens

Since September 2012, the embassies of Canada and Iran have remained closed and diplomatic relations have not been restored, and in its announcement, Canada’s Ministry of Foreign Affairs cited strong reasons for the closure, noting serious concerns about the safety of our diplomats: “Our diplomats serve Canada as civilians, and their safety is our number one priority"

The Iranian-Canadian community has consistently demonstrated its solidarity with the people of Iran through rallies attended by hundreds of thousands of participants across Canada.

Refrain from reopening the Embassy of the Islamic Republic of Iran in Canada in order to demonstrate its solidarity with the Iranian-Canadian community; and 2. Refrain from reopening the Embassy of Canada in Iran or restoring diplomatic relations with the Government of Iran.
